EMR Circular 133: Suppliers to receive repayment of excess Operational Costs and Settlement Costs Levy refund for Financial Year 2016/17

EMRS, on behalf of Low Carbon Contracts Company (LCCC) and Electricity Settlements Company (ESC), confirms for the Financial Year 2016/17 (1 April 2016 to 31 March 2017) a repayment of excess CFD Operational Costs will be issued to Suppliers based on the Total repayment of Excess Operational Costs (£3,801,778.38) and a CM Settlement Costs Levy refund will be issued to Suppliers based on the Total Settlement Costs Levy Refund (£1,373,030.76).

EMR Circular 124: Reminder: Deadline for applications for Green Excluded Electricity

Suppliers have until the 30 June 2017 to apply for a determination that an amount of electricity supplied is Green Excluded Electricity (GEE) for the quarterly obligation period 1 October 2016 to 31 December 2016. Suppliers submit applications to EMRS who calculate the exemption on behalf of Low Carbon Contracts Company.

EMR Circular 116: LCCC has determined the Interim Levy Rate and Total Reserve Amount for 1 July 2017 to 30 September 2017

Low Carbon Contracts Company (LCCC), have determined the Total Reserve Amount as £34,316,588.50 and the Interim Levy Rate as £1.553/MWh for Quarterly Obligation Period 1 July 2017 to 30 September 2017. This is an increase on the Interim Levy Rate and Total Reserve Amount for April to June 2017.

EMR Circular 114: Payment terms for Capacity Market Payments increased to five working days

This aligns the Capacity Market payment terms with those for Contracts for Difference, and provides EMR Parties with additional time to make payments.

EMR Circular 110: LCCC has determined the Interim Levy Rate and Total Reserve Amount for 1 April to 30 June 2017

Low Carbon Contracts Company (LCCC), have determined the Total Reserve Amount as £30,932,664.24 and the Interim Levy Rate as £1.513/MWh for Quarterly Obligation Period 1 April 2017 to 30 June 2017. This is an increase on the Interim Levy Rate and Total Reserve Amount for January to March 2017.

EMR Circular 108: First Capacity Provider Payment Credit Note to be issued

On 6 December 2016, EMRS, on behalf of Electricity Settlements Company, will issue the first Capacity Payment credit notes for the 2016/17 Delivery Year to Capacity Providers. The credit note will cover the October 2016. Payment will be made on 9 December 2016.

This circular reminds Suppliers that under the Contracts for Difference (Electricity Supplier Obligations) Regulations 2014 as amended, they need to lodge Credit Cover by the 30 June 2016 for the Quarterly Obligation Period 1 July 2016 to 31 September 2016. In respect of the Capacity Market, under the Electricity Capacity (Supplier Payment etc.) Regulations 2014 as amended, Suppliers will also need to lodge Credit Cover for each month of the Delivery Year.

This circular informs Suppliers that there was a data error in the backing data for the CM Settlement Costs Levy Revision for Financial Year 2015/16 that some Suppliers were issued. However, the associated invoices and invoiced amounts were unaffected by this error. Suppliers do not need to take any action unless they would like to receive revised backing data.

This circular informs Suppliers that the reconciliation of the CFD Quarterly Obligation period 1 January 2016 to 31 March 2016 is scheduled to take place on 11 April 2016. This process will return the Reserve Amounts paid, on 7 January 2016, by Suppliers, as well as any Supplier Interim Rate Payments paid for the first 20 days of January 2016.

EMR Circular 79: CM Settlement Costs Levy Schedule and CFD Operational Levy Rate for financial year 2016/17

From 1 April, EMRS will begin to use a new CM Total Settlement Costs Levy amount (£4,283,000.00) when calculating Supplier’s monthly Settlement Costs Levy payment for the 2016/17 financial year. A new CFD Operational Levy Rate (£0.0509 per MWh) will also be used to calculate Supplier’s daily CFD Operational Cost payment for the 2016/17 financial year.

EMR Circular 78: LCCC has determined the Interim Levy Rate and Total Reserve Amount

Low Carbon Contracts Company (LCCC) has determined the Interim Levy Rate and Total Reserve Amount for the Quarterly Obligation Period from 1 July 2016 to 30 September 2016. Total Reserve Amount is £135,457.37. Interim Levy Rate is £0.005 per MWh. This circular confirms to Suppliers and CFD Generators that participation in User Acceptance Testing (UAT) for the EMR Settlement System is scheduled for week commencing (w/c) 23 March 2015. This aspect of UAT supports the end-to-end processes in sending invoices, credit notes and the associated backing data to participants. This is a further update to EMR Circular 32 we issued on Friday 13 February.

EMR Circular 29: Supplier Implementation Event on Tuesday 27 January 2015

This circular informs licensed electricity suppliers that the Low Carbon Contracts Company (LCCC) and the EMR Settlement Services (EMRS) Provider is holding an event on Tuesday 27 January 2015. This event will focus on providing further detail on the invoicing and payment processes for EMR. Similarly to previous Implementation Events you’ll receive a general update from LCCC and EMRS on its implementation of EMR. Who should attend this event? Licensed electricity suppliers should attend this event. We’d encourage those individuals who have been allocated responsibility to implement the processes for managing EMR payments and invoicing to attend this event. This will likely be an individual within your finance team.

EMR Circular 20: Consultation on the proposed approach to calculating supplier demand for EMR charging

This circular informs electricity suppliers we’ve published a consultation on the proposed approach to calculating supplier demand for EMR charging. The consultation is looking at which Balancing Mechanism (BM) Unit data is used to calculate the total demand for each electricity supplier, in order to calculate charges payable under the the Contracts for Difference (Electricity Supplier Obligations) Regulations 2014 and the Electricity Capacity (Supplier Payment) Regulations 2014 (subject to being laid before Parliament).

EMR Circular 19: MRA Change Proposal (DTC CP 3448) for EMR has been approved

This informs EMR Stakeholders that the MRA Development Board (MDB) at its meeting on Wednesday 8 October 2014 approved the new Data Transfer Catalogue (DTC) flows.  This Change Proposal will implement five new DTC data flows that the EMR Settlement Services Provider will send to Suppliers, CFD Generator and Capacity Providers over the Data Transfer Network (DTN). This circular follows on from EMR Circular 17 that we issued on Friday 26 September 2014.
