Overview
The changes detailed below are required to support the CP373 – Process Transfer from EMR Delivery Body to CM Settlement Body raised via the Capacity Market Advisory Group (CMAG). Ofgem consulted on the Capacity Market Rule change proposals CP368, CP369 and CP373 and their consultation response is available to view here.
This transfers the processes for Metering Aggregation, Metering and Demand Side Response (DSR) Component Reallocation from the Delivery Body (DB) to the CM Settlement Body (CMSB). EMRS will deliver these processes on behalf of ESC and Capacity Providers will use My EMRS to administer these processes, a recognised interface they already use with ourselves.
As outlined, within the CP373 and the Capacity Market Rule consultation, these changes support to simplify the prequalification processes by moving the metering activities post prequalification for Applicants or/and Capacity Providers to complete. These changes reduce and removes functionality for the new DB Portal Project.
For ESC and EMRS these changes bring together and centralise both metering and settlement activities, benefiting the accuracy of Settlement. These changes should lead to an improved customer experience, providing clarity on Delivery Partner accountability for these Metering processes.

Metering Arrangements
To support the Metering Arrangements, Capacity Providers will use My EMRS to interface for the following processes:
- Metering Assessments
- Metering Test
- Metering Test Certificate
- Change Request
These processes will be post prequalification activities. Once these processes are completed, EMRS will validate and provide confirmation of the metering status as a prerequisite for, Substantial Completion Milestone, Secondary Trade Request, Location Change Request and the DSR Test processes.
Metering Aggregation Rules
Capacity Providers will manage the Metering Aggregation Rules for their Capacity Market Units (CMUs) using My EMRS. EMRS will review the submission and confirm the status of the Metering Aggregation Rules for each CMUs.
Demand Side Response (DSR) Component Reallocation
This change will also include managing the DSR Component Reallocation process. Capacity Providers will use My EMRS to submit requests for approval and EMRS will validate and confirm the status of the request.
Capacity Market Metering Register
EMRS will create and maintain a Capacity Market Metering Register.
This will include Approved Metering Solution, including Metering Aggregation Rules for each component as well as for each CMU their Meter Point Asset Number (MPAN), Balancing Mechanism Unit (BMU) ID, Metering Assessment, Meter Test Deadlines, Metering Assessment Responses, confirmation of Meter Test Certificate issue date and the status of DSR components.
The Capacity Market Metering Register will be published and available to Capacity Providers to access via the Settlement Data for Capacity Providers webpage on the EMRS website.

Implementation
We are excited to inform you that the additional functionality required to support changes under CP373 has successfully been deployed on My EMRS, as of Monday 29 July 2024.
