Overview
As part of our ongoing process improvements, we have identified several changes that will make the Metering Assessment and Metering Test processes easier for Capacity Providers to complete within My EMRS.
These changes are designed to improve your customer experience by providing greater clarity on when a Metering Test is required, making the Metering Test submission process more closely aligned to the relevant clauses within the Capacity Market Rules, and improving screen layouts to support easier navigation.
These improvements build on the work delivered in July 2024 to support the transfer of Metering Aggregation, Metering and Demand Side Response (DSR) Component Reallocation from the Delivery Body (DB) to the CM Settlement Body (CMSB).
These processes were introduced to enable Capacity Providers to interact through My EMRS, a system they are already familiar with. Further details of these changes are available on the Latest Change webpage: Process Transfer from Delivery Body to Settlement Body for Metering Activities.
Separate from the Metering Process enhancements, there will be updates to the Component Reallocation process to ensure the functionality within My EMRS reflects the revised Capacity Market Rules.
We have summarised the specific changes in the next section to give Capacity Providers greater transparency on what to expect following deployment.
Supporting Information
To improve the efficiency of the Capacity Market Metering Assessment and Metering Test processes, we will be introducing enhancements to several screens within My EMRS.
We will be deploying the following four changes:
On-screen clarification if a Metering Test is triggered
This change introduces additional on-screen guidance within the Metering Assessment questionnaire to clearly indicate when a Metering Test would be triggered.
Notifications will be displayed based on specific responses given by the Capacity Providers, helping to improve transparency and understanding of the process.
The notification will appear under the following circumstances:
- Selecting either a ‘Bespoke Metering Configuration Solution’ or ‘Balancing Services Metering Configuration Solution’ in response to Question 1 of the Metering Assessment.
- Selecting ‘Yes’ in response to Questions 4 or 5 of the Metering Assessment.
- Selecting ‘No’ in response to Question 7 of the Metering Assessment.
The change is expected to reduce the number of unnecessary Metering Tests initiated.
Improved layout and navigation for the Metering Test submission screen
The current Metering Test process requires Capacity Providers to submit documentation which is grouped into three categories:
- Single Line Diagram
- Metering Statement
- Additional Supporting Document.
However, due to the increasing volume of submissions, there is a need to make these fields more closely aligned to the relevant clauses within the Capacity Market Rules.
To achieve this, we will create new functionality within My EMRS, which will require Capacity Providers to submit documentation via the following new categories:

These enhancements will give Capacity Providers greater clarity when submitting supporting evidence and improve the overall user experience of the submission process.
These changes introduce more specific submission categories aligned to the relevant Capacity Market Rules clauses, helping users quickly identify where to uploaded documentation, reducing incomplete submissions, and enabling a more efficient review and approval process.
Cloning capability
Where a Metering Test Certificate has previously been awarded for a CMU in an earlier Auction, this change allows for that existing valid certificate to be reused as part of a new Metering Test submission. This would enable the Capacity Provider to ‘clone’ a previous application in cases where the CMU has been renamed and the metering equipment remains unchanged.
This significantly simplifies the Metering Test process for Capacity Providers and mitigates unnecessary Metering Tests being submitted for equipment that has already been tested successfully.
Please note ‘cloned’ Metering Test submissions will still require two-stage Operator approval by EMRS.
Component Reallocation Changes
To support compliance with the updated Capacity Market Rules, changes will be made to My EMRS to help Capacity Providers manage Demand Side Response (DSR) Component Reallocations and avoid exceeding allowable limits during a Delivery Year.
Previously, the Capacity Market Rules stated that for each Capacity Market Unit (CMU), reallocation of components could not be made more than ten times in a Delivery Year and that no more than forty new DSR components could be added within a Delivery Year.
Although this still applies, there are now additional restrictions on DSR CMUs:
CMUs using Balancing Services or Supplier Settlement metering, the addition limit is the greater of:
- 20% of existing components at the time of notification, or
- 40 DSR components.
For CMUs using Bespoke metering, the addition limit is:
- 40 DSR components
As part of this change, Capacity Providers will be required to select their Metering Configuration type. My EMRS will then automatically track reallocations and component additions for each CMU throughout the Delivery Year.
If a reallocation request would exceed the permitted limit an on-screen notification will alert the user, and the reallocation will not be allowed to proceed.
These changes are designed to provide clearer guidance and reduce the risk of invalid reallocations being submitted.

To support Capacity Providers with navigating the new functionality, we will also publish a short video detailing the new functionality within My EMRS and how to use it.
These updates will provide clear instructions and improved supporting material to better help Capacity Providers complete the Metering processes more efficiently.
Implementation
The implementation of these changes is scheduled for 30 July 2026, ahead of some key Metering deadlines for the 2026/27 Delivery Year.
Once these enhancements are implemented, customers will complete the Metering Test process directly within My EMRS, replacing the current process managed through our Service Desk.
