Overview
Responsibility for the following CfD Operational Conditions Precedent (OCP) Metering processes have been transferred from EMRS to Low Carbon Contracts Company:
- OCP (C) – Metering Compliance Obligation
- OCP (D) – Electrical Schematic Obligation
- OCP (E) – Communications Equipment Obligation
The transfer of the CfD OCP Metering processes forms part of the broader move to transition CfD Metering activities from EMRS to LCCC. This streamlines CfD metering operations by consolidating responsibilities within a single organisation, reducing duplication and improving overall efficiency.
Supporting Information
EMRS continues to manage the OCP 2.1(A) Settlement Required Information process, as we hold all the data necessary to carry out Settlement activities and facilitate payments to CfD Generators.
Documentation
The following documents will be removed from the EMRS website and OCP Metering information contained within them will be published on LCCC’s website:
- G8 – Contracts for Difference Metering
- WP2 – Private Network Meter Commissioning, Proving and Calibration Tests
- WP134 – CfD Metering Technical Assurance
These documents are published on LCCC’s Contracts for Difference guidance webpage.
No documents will be removed from the EMRS website until 29 May 2026 to allow customers time to update any bookmarks or links to the documentation.
The following documents have been updated to remove OCP C, D ,E related information and signpost to relevant documents on LCCC’s website:

Implementation
LCCC published their CfD OCP Metering documentation on 30 April 2026. As of this date, any queries relating to these processes should be sent to [email protected].
As stated above, documents will not be removed from the EMRS website until 29 May 2026 to allow customers time to update any bookmarks or links to the documentation. From this date, they will be removed.
