Overview

We have identified several changes aimed at enhancing the operability of the Metering activities introduced in July 2024 within My EMRS, as part of the Process Transfer from Delivery Body to Settlement Body for Metering Activities. These improvements are designed to address feedback and operational insights gained since the transition, ensuring a more efficient and user-friendly experience for Capacity Providers.

The changes focus on two key areas:

  • Meter Configuration
  • Component Reallocation

We have summarised the five specific changes in the next section to provide Capacity Providers with greater transparency on what to expect following deployment. By sharing these updates, we aim to keep impacted Capacity Providers informed about progress and timelines, as well as foster collaboration through continuous feedback on these enhancements.

Supporting Information

We will be deploying five changes that will resolve the following issues that have been identified.

Improving the Metering Configuration Submission Process

We are making improvements to the metering configuration submission process that will allow Capacity Providers to receive a ‘success’ message almost immediately after submission, whilst the file submission continues processing in the background. This will improve the experience for Capacity Providers having to load large files (e.g. a single file containing several hundred thousand CMU Components) and will mitigate any confusion as to whether the file is processing successfully.

Partial Approval of a Metering Configuration

Changes will be made to resolve the issues arising when a Metering Configuration are submitted within My EMRS, and details are updated and reviewed against individual components, resulting in a partial approval.

In these scenarios, the reviews are successfully completed though the communication between our internal systems is not working successfully, causing multiple approval emails to be issued to the Capacity Provider. This has created confusion for the Capacity Provider and our internal teams when checking Metering Configurations.

Adding new component resets the Metering Configuration for the CMU

When a Capacity Provider adds new components to their existing CMU as part of a Component Reallocation, My EMRS resets the metering configuration for all components within that CMU to ‘draft/pending’ status. This results in the Capacity Provider having to re-enter all of the previous configuration information into My EMRS (in addition to the new component(s) required) before the submission can move to the review stage.

This is not the intended system behaviour for the ‘Component Reallocation: Adding a Component’ process and we are aware this has created a poor customer experience for the Capacity Provider.

The system is being updated to reflect the intended behaviour where a Capacity Provider adds one or more components to a CMU with existing components, as part of the Component Reallocation process. This includes the following:

  • Meter configurations are not removed for components that already have a status of approved / pending / rejected.
  • Capacity Providers are unable to edit existing Metering Configurations for components which have a status of ‘Approved’, when the Capacity Provider is reallocating components.
  • Editing of existing approved components is only expected in the event that a Capacity Provider is initiating the Change Request process.
  • Previously approved components that are unchanged as part of the component reallocation process will not need additional approved.

Capacity Provider not able to set an Effective from Date or Effective to Date via My EMRS

We will be adding the ability for Capacity Providers to be able to set an Effective from Date (EFD) or Effective to Date (ETD) while adding or removing components against a CMU as part of the component reallocation process within via My EMRS.

Data alignments to improve Application Programming Interfaces (API) processing

We have identified improvements to align data to support the processing of Application Programming Interfaces (APIs) between our systems.

Documentation

These changes will reflect the expected process or system behaviour, thus no documentation updates are required.

These documents support Capacity Providers with the following:

We also have the Stakeholder Support for Capacity Providers webpage that provides details on both Metering Configuration and Component Reallocation.

Implementation

We can confirm that these changes were deployed on the 6 December 2024.
