Overview

The Electricity Settlements Company (ESC) has developed a new Head End System (HES) to support the collection and submission of metered data on behalf of self-submitting Capacity Providers.

By using the HES for metered data submission, we anticipate a range of benefits:

  • Improved delivery assurance
  • Fewer file submission errors due to automated processing
  • Reduced administrative burden for Capacity Providers.

This initiative forms part of ESC’s broader commitment to enhancing the customer experience by simplifying data collection and minimising issues related to incorrect file formats.

Once metered data is submitted via the HES, ESC will aggregate and validate the data before forwarding it to EMRS on behalf of participating Capacity Providers, bringing greater efficiency and reliability to Capacity Market operations.

Why is this change happening?

Currently, Capacity Providers can submit metered data for the Capacity Market scheme through one of three metering pathways. Capacity Providers with bespoke Metering Configurations must self-submit their metered data via an SFTP account to EMRS, following a specific file format. These Capacity Providers must manually submit metered data to EMRS, making it more laborious than other submission pathways that are automated.

Due to this, there is a risk that manually submitted metered data is either inaccurate, or the files may fail the formatting requirements for loading into the EMRS Settlement System. At present, EMRS investigates failed submissions only upon request. However, by opting to submit metered data through the new HES, this process becomes automated, with proactive monitoring and investigation of file failures, ultimately reducing the burden on Capacity Providers and increasing data accuracy.

How will it work?

Instead of manually submitting metered data via their own SFTP accounts, Capacity Providers who opt in to the Head End System (HES) will have their metered data collected by ESC, who will then submit it to EMRS on their behalf using ESC’s dedicated SFTP account.

Only Capacity Providers who choose to opt in will be included in this process.

If you opt in to use the HES, ESC will manage all failure notifications and communications directly with you. Please note that all existing data validation rules will still apply. The system is designed so that if the same metered data is later submitted by the Capacity Provider, the later data will take precedence and automatically replace the version submitted by ESC.

As part of this change, we will publish an updated version of WP195 – CM & CfD Metered Data, which will include details of the new process and outline ESC’s responsibilities.

Implementation

ESC have this submission pathway functional for the 2025/26 Delivery Year, starting on 1 October 2025.
