DESCRIPTION:We’ve issued EMRC73 and notified Suppliers\, this included Supplier Company email\, Finance Authorities and Credit Cover Contacts how to request the return of CFD Credit Cover. From Thursday 21 January 2016\, Suppliers will not be required to provide Credit Cover due to the Interim Levy Rate being adjusted to £0.000 per MWh. \nHow do I request the return of my Credit Cover? \nThe process and timescales associated to the return of Credit Cover are detailed in WP42 – Supplier CFD Credit Cover. \nThe below highlights what the Suppliers needs to do as part of the request: \n\nFrom Thursday 21 January 2016 Suppliers can email contact@emrsettlement.co.uk requesting the return of Credit Cover.\nThe request must include the EMR Party ID\, as well as the type of Credit Cover and amount of Credit Cover to be returned.\n\nIf a Letter of Credit (LoC) has been lodged include the LoC reference number and the issuing bank.\n\n\nThe request must be sent by either the Supplier’s Credit Cover contact\, a Finance Authority or the Primary Party Authority.\n\nTo assist you in the process\, we have included an example template email in WP42 – Supplier CFD Credit Cover\, located in Appendix 3. \nEMRS will validate requests once received from Suppliers. If successfully validated\, EMRS will issue the request to Low Carbon Contracts Company (LCCC) to seek approval to either transfer cash or return LoCs via registered post back to the Supplier. \nEMRC73 provides further details to support Suppliers.

SUMMARY:LCCC and ESC Bank Account Details are Changing from Monday 18 January 2016
DESCRIPTION:On Monday 11 January 2016\, we informed Suppliers on behalf of the Low Carbons Contracts Company (LCCC) and Electricity Settlements Company (ESC) to advise that their bank accounts currently used for EMR are changing from Monday 18 January 2016. This was communicated via email to Suppliers and sent to their Primary Company\, Finance Authorities and Finance Contacts as per your current registration details. \nThe new bank accounts for LCCC and ESC are to be used for each payment type from Monday 18 January 2016. This should support you in updating the details you have held for the LCCC and ESC bank accounts within your systems. \n  \nWhat action do I need to take?  \nPlease ensure you update the account details with your systems to ensure payments are made into the correct bank account. Any payments made from Monday 18 January 2016 should be made into the new bank accounts. From Monday 18 January 2016 all CFD payments should be made into the same account\, except cash Credit Cover payments\, which should be made into the new collateral account. This change is designed to make making payments easier. \n\n All future Daily CFD invoices will include the new bank account details. The first invoice issued with the new details will be Monday 11 January 2016 for payments due on Monday 18 January 2016.\nAll future CFD Quarterly Reconciliation and Reserve Payment invoices will include the new bank account details (same account as the daily CFD invoices).\nThe next Monthly Settlement Costs Levy invoices will include the new ESC bank account details. The next Settlement Costs Levy Invoice will be issued on Monday 1 February 2016.\n\nTo avoid any delays or rejections to your payments being received we’d encourage you to ensure you make payment into the correct bank account from Monday 18 January 2016. If you make payments by CHAPS or foreign payments these will bounce back to the payee. The old bank accounts will close shortly. \n  \nWhat if I’ve submitted a Direct Debit (DD) mandate for my invoices to be paid? \nOn Monday 4 January 2015\, we issued a communication on DD and this did provide an indicative time-scale of when the earliest DD payment could occur. The following confirms that: \n\nLCCC will notify you five working days in advance of your account being debited by DD.\n ESC will notify you three working days in advance of your account being debited by DD.\n\nThis is supported by your invoice indicating if payment will be made by DD. \n  \nHow does this impact CFD Credit Cover? \nFrom Monday 18 January 2016\, please pay any cash Credit Cover into the new collateral bank account. Any additional CFD Credit Cover required to be lodged should continue to be transferred into the bank account as detailed in the latest version of WP42 – Supplier CFD Credit Cover on the EMRS website. As a result\, Supplier payments for this quarterly obligation period will be zero for both the interim rate payment and reserve payment. \nPerforming the Quarterly Reconciliation adjusted Suppliers volumes and re-apportioned the late payment interest which was allocated across all Suppliers in a previous quarterly obligation period. This only impacted one Supplier. \nWe’ve emailed Suppliers Primary Company email\, Finance Authorities and Finance Contacts as per your current registration details.

DESCRIPTION:The Balancing and Settlement Code (BSC) changes to support Energy Intensive Industry (EII) for Electricity Market Reform (EMR) will be implemented as part of the June 2015 Release\, today Thursday 25 June 2015. \nThis supports The Electricity Supplier Obligations (Amendment & Excluded Electricity) Regulations 2015 that came into force on 1 April 2015 to introduce the EII and green excluded electricity policy. \n\nThe EII policy is designed to exempt eligible EIIs from a proportion of CFD payments. The earliest the EII exemptions can apply will be the 1 October 2015.\nGreen excluded electricity policy is designed to exempt eligible imported renewable electricity from contributing to the costs of CFDs\, specifically a Supplier’s CFD period contribution.\n\nWe’ve communicated via circulars on these topics and the most recent being EMRC47\,  however we previous circular sent were EMRC45 and EMRC41. \nWho does this impact? \nThe Electricity Supplier Obligations (Amendment & Excluded Electricity) Regulations 2015 places obligations on Suppliers. \nThe changes to the BSC and the DTC will impact: \n\nSuppliers\nHalf Hourly Data Aggregators\n\nThis will also be of interest to EIIs. \nWhat changes will be implemented to the BSC for EII? \nThese are the BSC Sections and Code Subsidiary Documents (CSDs) impacted: \n\nSection F – Modification Procedures\nSection K – Classification and Registration of Metering Systems and BM Units\nSection S – Supplier Volume Allocation\nSection X – Annex X-1 – General Glossary\nBSCP503: Half Hourly Data Aggregation for SVA Metering Systems Registered in SMRS\n\nYou can find the redlined BSC changes for DECC’s EII policy on the ELEXON website.
