DESCRIPTION:The Department for Business and Trade has issued a consultation on the British Industrial Competitiveness Scheme (BICS) and is seeking views on the proposed regulatory framework and delivery approach. \nThe scheme aims to reduce electricity costs for manufacturing frontier industries within the Industrial Strategy’s growth sectors (the IS-8)\, and foundational manufacturing industries which provide key inputs to the frontier industries. These business must also meet the relevant electricity intensity threshold. Eligible businesses are to be exempt from paying the indirect costs of the Renewables Obligation and Feed-in Tariffs from April 2027 and the Capacity Market from October 2027. \nResponses can be submitted by emailing bics.correspondence@businessandtrade.gov.uk or online using the following form. \nThe deadline to respond is  11:59pm on 14 May 2026.

DESCRIPTION:The Department for Business\, Energy and Industrial strategy (BEIS) is seeking views on the proposed 2022/23\, 2023/24 and 2024/25 operational cost budgets and resulting levies for the Low Carbon Contracts Company (LCCC) and the Electricity Settlements Company (ESC). \nLCCC enters into and manages Contracts for Difference (including the Investment Contracts which have been transferred to it) with low carbon generators\, awarding top-up payments for qualifying generation. ESC is responsible for all financial transactions relating to the Capacity Market\, including making capacity payments to capacity providers\, managing supplier credit cover and Capacity Providers’ auction credit cover. \nThe operational costs of the companies are recovered through levies on electricity Suppliers\, as set out in legislation. Subject to the outcome of the consultation\, the regulations will be amended\, and the operational cost levies for 2022/23 to 2024/25 will be reflected in secondary legislation\, which is intended to be laid in Parliament in early 2022\, to come into force (subject to the will of Parliament) before 1 April 2022. \nThe consultation will close at 11:45pm on 3 December 2021. DESCRIPTION:We’ve published a consultation on the proposed approach to calculating supplier demand for EMR charging. The consultation is looking at which Balancing Mechanism (BM) Unit data is used to calculate the total demand for each electricity supplier\, in order to calculate charges payable under the Contracts for Difference (Electricity Supplier Obligations) Regulations 2014 and the Electricity Capacity (Supplier Payment) Regulations 2014 (subject to being laid before Parliament). \nWho does this impact? \nThis consultation is of interest to all electricity suppliers\, as it includes the BM Units we will use to calculate a suppliers demand for CFD and CM. DESCRIPTION:DECC are hosting a consultation workshop on Monday 27 October 2014. \nFollowing the publication of the Electricity Market Reform Consultation on Capacity Market: supplementary design proposals and transitional arrangements on 25 September\, we are holding an event to discuss the proposed metering configuration solutions and associated draft technical specification for bespoke metering. There will also be an opportunity to address questions regarding the proposed timeline running up to the first Transitional Arrangements auction. \nThis consultation workshop is specifically targeted at demand side response (DSR)\, storage and embedded generation which will use one of the three metering configuration solutions already approved by the Settlement Body. The workshop will also be of interest to CMUs that are a subset of BMUs and that may require additional metering. DESCRIPTION:The decision on the MRA Change Proposal for both DTC CP 3448 and 3440 are due on Wednesday 8 October 2014.  Once this decision has been received we’ll publish the outcome. \nDecision on MRA Change Proposal (DTC CP 3440) for EMR deferred until 8 October \nThe MRA Development Board (MDB) at its September meeting (25 September) deferred its decision on the proposed new Data Transfer Catalogue (DTC) flows for distribution of invoice backing data and other EMR-related reports until Wednesday 8 October 2014. \nWhy has it been deferred?\nA number of improvements to the original change proposal were suggested by ELEXON\, SSE Energy Supply and EDF Energy. Rather than approve the proposal with the amendments\, or the original proposal without the amendments\, MDB decided to re-issue the change proposal with the amendments for a further impact assessment. This would allow participants to be consulted on the amendments\, and the original proposal and the improvements to be approved at the same time\, rather than having a second release with additional items. \nWhat does DTC CP 3448 include? \nThe redlining introduces three new data transfer participant roles into Annex A: CFD Settlement Services Provider\, CFD Generator and Capacity Provider. Note that the CM Settlement Services Provider role has already been introduced by DTC CP 3431. \nThe redlining also incorporates the following improvements suggested by parties in their DTC CP 3440 impact assessment responses: \n\nShorten lengths of Data Items J1906 – CFD ID and J1928 – CMU Component ID\nClarification of what constitutes a period of high demand (for CM charging purposes) in relevant data item descriptions\nClarification of data item descriptions for data items:\n\nJ1992 – Reference Period End Date\,\nJ1993 – Reference Period Start Date\nJ2016 – Surplus Credit Cover\n\n\nNew and amended data items on the D0366 Data Flow to ensure that suspended capacity obligations and re-determined over/under delivery payments can be reported correctly\nAddition of LoC Expiry Date to the D0363 Data Flow\nAmendment to the valid set of J1964 (LoC Valid) to be consistent with other BOOLEAN data items\n\nHere is a link to the MRASCo website to the DTC CP 3448 is here. \nFull details are available within EMR Circular 17.
